Take the child and his parent to civil court. That's where you can win big penalty judgement, and the civil court can really punish the dad financially. you can always bring a civil suit charge even after the criminal trial.

The laws should be changed so that when you commit crime as a juvenile, you are sent to prison and then released when you reach 21 years old.
