As a former civil servant I happen to served on the District, Reginal and National Tender Boards, representing the department in which I served.
I am well aware that its not the company that tendered for a contract and won it at the Tender Board that is to present the tender at parliament for approval, but the minister who in the first place published the tender.
So, I am at a lost when people refer to Alfred Agbeshi Woyome as a criminal. I there is criminality in a tender not being send to parliament for ratification it's not the individual or a company that won a tender that must be held responsible.
When I have an agreement with a person and we all put the agreement into black and white and signed it.
The other party knowing well that he has to present the agreement to his superiors for ratification and did not do so, I have not broken any law, thus I have all the right on Earth to take the matter to court for my right to be protected.
I am not the one refused to perform my duty, my duty is to sign the agreement I had with a ministry of department. The onus therefore lies on the minister or head of department to have the document approved by whatever body is to approve it.
So I don' see how it becomes criminal when a person takes a minister to court for not acting diligently to see to it that a contract agreement with him has been signed by parliament.
In any civilized society it's the person who refuses to perform his duty is the criminal and not the person he or the state cheated.
The state as an institution is the last that will be seen to have cheated a citizen being a person or company.
They call it I passed a fast one over your eyes.
When state institutions cheated a person like in the case of Alfred Woyome they lost their respect and trust.
The Ministry of Sports under Osafo Marfo did that very act of cheating on a citizen, thus it has lost its respect and trust.
