  The EC did not have the results at the time DMB conceded the electoral defeat. The results were to reach the EC from the Regional collation centres which also had to wait for the Constituency collation centres. That is how the EC set is results system. Contrast that the two main parties who collated results from polling station (just 40,000 of them) and grouped each result into the applicable constituency (as parliamentary and presidential) So, in no time both parties knew their yields. May be, just may be, the EC should copy from the NDC and NPP how they did that. Sammy Gyamfi confirmed it and DMB also confirmed it.
  We have all seen how the constituency and regional collations centres became a source of conflict, errors in arithmetic and death for some.

It allows for disputes to be readily resolved at the constituency level but people want to circumvent the process hence the needless deaths and chaos. Transmitting the polling station results to the EC's head office in Accra would lead to all kinds of confusion at the place when the party reps raise all kinds of disputes.
