The government is buying the cedi to give it a support or to prevent it from further decay. The government pumping dollars into the economy is like a broke person borrowing money to feel okay when the real problem is overlooked i.e. he can't balance his budget or live within his means. This process if it continues leads to bankruptcy (Ghana is already bankrupt as I write this) then hyperinflation like Zimbabwe was or currently the situation in Venezuela.
These greedy buffoons can't manage or maintain a sturdy economy because they put their selfish interest first regardless.
