This 'chartered accountant' needs to chill. First and foremost, how does a collateral get depleted when there hasn't been a default and the creditor hasn't fallen on the collateral to redeem the credit? I simply don't get what BOT is saying. If those funds have been used as collateral, I can understand, but to say they have been depleted, oh please. He is a professional, and he shouldn't be disingenuous just because of politics of hatred.

Collateral lockup signifies the locking up of hard currency (in this case) which would have been used to stabilise the local currency but which they are unable to use any longer and for the unforeseeable future. So, essentially the funds to be used for stabilisation of the local currency have been depleted.
