Whose responsibility was it to make sure the contractor builds exactly the specified structure? Whose responsibility was it to make sure not even a scintilla of information on that ballot sheet got out from either the printing press or any other place? Ghanaians don't know any printing press, what they know is that, either the EC's incompetence or premeditated deliberate actions has led to the leakage of some ballot sheets, less than a week to the election, but they shouldn't try anything stupid tho, because it will be fiercely met with resistance.

I strongly believe that the leakage is another big scam hatched by the NPP, EC, and the mother serpent of corruption. Reason: The NPP has realized that they are going to lose votes heavily in their strongholds in the Western and Eastern regions, there is, therefore, a need to galvanize these regions with more illegal ballot papers to be able to rig the results of the elections. Without appreciable results from these two regions, the NPP will be beaten to third place even by the Third Force.

If the EC is genuine about this concern they should have waited for the parties to aggred on the new security features but they went ahead of the parties and started printing the new ballot peppers.
