ESLA was created by the NDC government to settle legacy debt in the energy sector.

Nana addo created ESLA PLC so that the company will sell bonds and use the proceeds to pay the energy debt however after selling the energy bonds the money was used for something else.

when parliament asked Ken ofori atta whether he used the $2 billion dollars raised from the energy bonds to settle the legacy debt he said NO the money was applied to other government needs.

the money that goes to ESLA is used to pay the energy bonds holders
