This particular chief justice rulings are very strange to say the least. She ruled that birth certificate is not a prove of nationality. But National ID Card, meanwhile, we use birth certificate to acquire National Id.

"Entitled to", yes, but if one's parents aren't Ghanaians, one has to apply for citizenship.
