I will use the little tym that I had got before leaving for work to educate some persons like Opuni. Teachers and nursing training colleges were not seen as a lucrative profession in the past, and people weren't enrolling in those two institutions in the past, So an idea came up for an allowance to be introduced so it helped enticed people to at least patronize both profession respectively, in the begining people still weren't enrolling, until it got to a point that people started over patronizing, so a quota system was introduced in the various institutions(Teaching and nursing) to control the intake of people, because government had to limit the people in order to be able to pay the allowance still.I initially told you the allowance was introduced to entice people, now same allowance had become a hindrance or obstacle for some persons who could have gained admission but for the same allowance.So John Mahama only said, now training nurses and teachers were offering degree courses like their university counterparts, unlike when they were doing Cert A and diploma, so why dont we give them student loan(Which is much higher and guaranteed to be paid)So we can higher the threshold and admit more students into both institutions who were going to remain home because of the allowance which has over served it purpose,This was it , So if you think Bawumia who demonized Mahama for only trying to do the right thing, but is wickedly not keeping his promise to them because he only knows lies and deceits, is rather doing them a favour, then tribalism has gotten u madder than the word.

This was cancelled due to voluntary and competitive enrolment by a applicants that made the program self sustainable. The Npp knowing this, used it scam gullible Ghanaians. Instead of being concerned about their future so government employs them while directing the funds into infrastructure expansion and secured loans
