Every employee of the shop must be interviewed thoroughly by the police and also confiscate all messages to and from the shop 30 minutes prior to the transaction and 30 minutes after. Communication companies in the country must volunteer to provide all electronic and phone conversations to and from the shop. For instance the place needs armed security agents or have secured entrance and anonymous exits. How about insisting on electronic payment systems only (perhaps, the government should instruct all business engaged in precious metals to issue electronic payments only)?
