It beats my mind why these situations keep recurring. The importers of such items, be it for good purposes or whatever should first seek clearance, and get the tax exemption before importing the items .

There should be a firm agreement for items of Government to be released on arrival. The charges due the Companies should be held against their taxes.
That is, if the taxes have not already been collateralized
