After reading Article 99, I think the two Articles deal with different issues. 97 is on carpet crossing and 99 is on validity of elections.
NPP should just park there stuff to the Minority side, earlier the better.

If they register as independent candidates,, it means they have crossed. They cannot hold themselves as NPP in parliament.
