This can only happen when a so-called government shirks its responsibilities as a government and is engaged in galamsey, corruption, looting and begging. Even ambassadors of some foreign nations stationed in Ghana can often be heard telling the government of Ghana as well as Ghana's Parliament what laws they should or shouldn't pass. Meanwhile, no Ghana ambassadors stationed in foreign nations will ever dare tell those governments or their legislatures how to run their business. Ghana that used to have proud governments now is saddled with an incompetent begging government that can be dictated to at will by foreign governments and foreign agencies.

No infrastructure in place. The way from the farm gate to market is just dust and soil. Warehouses for storage after Harvest are not available. Herbicides, fertilizers and pesticides are imported. Now what do you want farmers to do? In some places river water can't be used for any purpose, because of Mercury.
