Look at the number of Universities in Ghana. Why should government waste taxpayers money for people to go and study abroad? Courses they go abroad to study are not even different from the ones offered by universities here

No, what Governments did was to sideline others and selectively offer scholarships, but for the most part students had the chance to study.
