There many reasons PhD admissions are revoked.
Receiving admission letter is never a guarantee that the student will be able to pursue the course he or she has been admitted to pursue.
Some reasons could be
1. Lack of or ...

There many reasons PhD admissions are revoked.
Receiving admission letter is never a guarantee that the student will be able to pursue the course he or she has been admitted to pursue.
Some reasons could be
1. Lack of or insufficient funding on the part of the University.
2. Lack of external sponsorship or the withdrawal of sponsor's funds.
3. Lack of supervision. This when the supervisor withdraws his supervision, or the university cannot assign a supervisor
4. In adequate or absence of research facilities.
5. Administrative error. This when an application has not received the academic/admission board's approval but has been issued by the faculty.
6. Inadequate student's references
7. The student failure to satisfy all admission requirements.
It important for the University to inform the student the reason for the revocation of the admission and perhaps give the student opportunity to make amends if it was the student's fault, only if that can be done.
However I don't think that the student can sue the University and be successful.
I don't think this is a case of discrimination.
The University can use any of the above reasons to support their case.
In principle the University owes none the reason to withdraw admission offer.
