  Part of the solution is to encourage house owners not to completely concrete their yards but to leave some bare ground to allow rain water to soak into the ground instead of just flowing on to streets. All the concreting of yards in some gated communities does not allow for the rain to soak into the ground. This will not solve the flooding situation complete but should be part of the solution.
