  If we take taxation, one will find out that Ghana's tax code which should have been a replica of that of Great Britain, remained stuck(underdeveloped) once the colonial masters left so the code as it now stands doesn't adhere to any school of discipline so there is no forward philosophy, i think you with the experience under your belt can work on that to give it direction.   Government bureaus and in the case of Ghana Ministries are set up to carry out various functions just like Corporations have departments each carrying out various duties which cumulatively put together forms the basis of an organizational entity. In the case of a corporation, if not run properly run risk financial ruin, Government bureaus in this case Ministries and if narrowed down to Ghana are the center of all the malpractice that comes with Governing a Country a lot of writers(African) have illustrate this fact and Chinua Achebe in his book No Longer At Ease portrayed the State of the Civil Service and the late legend Fela Kuti did protest about the State of Government decay, again giving the Civil Service focus will be a big game changer

You are a lazy and wicked politician who is not fit to lead this country. You have to refund all the emoluments you collected for sleeping for six years at the Ministry.
