Train them locally and equip them with both theory and practice to excel. That is what many countries have done.
Our Universities should be hands on results driven. During my journey at a certain University in Ghana, I took keen ineterest in Turbine technology and I began redesigning efficient way to generate steam musing a piping techniques instead of boilers.
I did not get a single Lecturer interested in it. As a matter of fact I was discouraged and flunked out. I moved to the US and I worked in the same area and had patents for the redesign. This mode is being used in small to medium power generation.
When our students go there they are used to research in areas relevant to Britain and not relevant to Ghana. This makes the purpose of the scholarship useless and not beneficial to the development of Ghana.

With all due respect, there's no problem training our best students abroad. The knowledge and skills they acquire will prepare them to contribute to national development even if they research on topics which are not directly relevant to Ghana. The purpose of research training isn't to teach you everything, but to prepare you to able to identify, independently, the gaps in literature or needs in society and design your own projects to address them. Once you got those skills you have the freedom to do anything in research. Though I support the idea of strengthening research at our local universities, the current resources especially in STEM in our universities is nothing to write home about. The international universities are more technologically advanced to give them that training. In future, those graduates will lead the research revolution locally. By the way, most of them are freeSHS graduates and they're doing well out there. So, how on earth can anyone claim that freeSHS has resulted in poor quality?

President Akuffo Addo`s and that of Dr. Drivermate Bawumiah`s better left out, but they were all trained in the United Kingdom.
We must begin to train ourselves with the problems locally in order to come out with local solutions for our development.

If the UK government truly has the interest of Ghana, it will rather provide funding to to Ghana's universities to improve their departments. The UK government also could send visiting professors annually to Ghana universities to teach in areas that these universities have a need for their expertise. Being a give give me society, Ghana is always willing to showcase how other nations helping them, help that isn't crafted to suit Ghana's future needs. And with the so-called highly educated men and women in government and that the universities in Ghana, one wonders why counter-proposals can't be made to the UK government.
On a different note, why have the universities in Ghana not asked the Ghana Scholarship Secretariat to stop wasting GetFund money sending thieving politicians annually to Harvard in the USA for a few months' course on leadership when they can obtain the same training locally and thus save Ghana some badly needed money? Why can't Ghana not send a few local university professors to to Harvard to obtain training in that area of knowledge and return to their universities and add that training to their curriculum?
