I wonder how these so call think tanks really think very well. How do you determine who's needy. In even the advanced countries very few rich people can afford paying universities fees. Both the rich and poor enter college by scholarship or loan or grants but here we assume people can pay and must pay just by the looks. This argument of selecting who can pay only leads to corruption and in the end it's the supposedly rich people that finally get these scholarships just like the Cocoa Board scholarship for Cocoa farmers. If you know the sufferings of the average Ghanaian workers you will not even boarder to find out who can pay. These expectations push people into corruption especially public officials. It will surprise you a groundnut seller who is considered poor may be earning more than a public official.Even in the advanced countries both the rich and poor seek scholarships and loans for university education but here we expect people to pay. Even if it is possible SHS third year students should apply for student loans before they enter tertiary institutions for the purpose of admissions into schools. That's if they need it.

They might as well make the entire tertiary education free. People are not thinking beyond the obvious gimmick of vote solicitation here. Have they (NDC) thought about payment beyond level 100 by these beneficiaries?
