The drugs was confiscated in 2013, and got destroyed in 2015. Have you asked yourself why is Tobinco seeking damages and interests from 2015, but not 2013 when the drugs were seized?

Investigate the process used by the GSA to arrive at the decision to seize & destroy Tobinco's property & surcharge those found to have not done due diligence with part of the judgement debt
