  In the developed world this is done by investigative journalists who are not parliamentarians. The Ghanaian journalists are very lazy and party affiliated. They are supposed to be the voice of the people but unfortunately this is not the case. For example not long ago it was a Professor from the KNUST who drew attention to the deterioration of the newly refurbished Kwame Nkrumah Memorial Park in Accra. He mentioned things like unfunctioning electric bulbs, overgrown lawns, dirty looking fountains, etc. Under normal circumstances the inefficiency of the manager of the Memorial Park should have been exposed by a journalist. Unfortunately, this was not the case.
