Creation of new regions doesn't enhance development, it only serves to please agitating chiefs. Every government needs to draw a development plan for all existing regions and execute that plan, not create new regions. Creating a new region for that area won't solve the decades long unnecessary fighting that has plagued that part of the country, and it's this meaningless fighting that has be an impediment to development in that area. A government will do itself and that part of the country a d=great deal of good by first seeking a meaningful path to lasting peace between the feuding factions. Creating a new region will only serve as a band-aid solution to a decades old problem.

DON'T PUT YOUR HAND IN THAT ACTIVE HORNETS' NEST.

Ditch that idea if you don't want your campaign to be bogged down by that decades-old feuding in that part of the country. Now is not the time to harp on creation of new regions. You should rather be reaching out to the various groups in that part of country with a promise to help them secure a lasting peaceful resolution to the conflicts that have plagued them for so long. You're not helping your campaign by getting into something that only opens wounds for folks in that part of country. You can choose to be be stubborn at the risk of having to waste your time explaining constantly for something that isn't necessary, when you should rather be realistic and not draw yourself into an unnecessary fight with the feuding parties.
