About seventy years ago, my parents used to take me on their travels along the Accra to Kumasi track. The railways was then under the control of the British, and even at that young age, I saw that the tracks had been laid on a thick bed of stones! Just for verification, please take a look at a picture of the Accra to Mpakadan rail track and you'll understand what I'm talking about.
So, these cannot be tracks that are expecting a first train, and I don't understand why it is being touted as such.
