  A very Good initiative by all standards. However, wouldn't it have been a much better, should a needs assessment been done so that MMDAs could have been provided with logistics to meet their priortised infrastructure needs? ...

  A very Good initiative by all standards. However, wouldn't it have been a much better, should a needs assessment been done so that MMDAs could have been provided with logistics to meet their priortised infrastructure needs? This one size fit all type of solution won't work to meet set objectives of the initiative. Let's not forget that the MMDAs are not of same physical characteristics and therefore have different socioeconomic and infrastructure challenges.
