The legislative instrument on elections does not allow recounting at collation centres. Collation Centres are for collating, adding up the figures coming from the polling station where the process had been free, fair and transparent.
The only reason for a recount at a collation centre is where there had been a challenge at a polling station, recounting done and the parties are still in disagreement. Such issues are resolved by recounting at the collation centre to put the matter to rest. In such cases, it is only the particular polling station where the challenge has been tabled, would require a recount.
But where results have been agreed at the polling stations, no challenge coming from any polling station, no recount is allowed after collation.

Every voter should know this. COLLATION CENTRE IS NOT FOR RECOUNTING.COLLATION CENTRE IS NOT FOR RECOUNTING. NO RECOUNTING AT COLLATION CENTRE.
