A program is different from an agency. Take your time please. Akufo-Ado is on point! He has done exactly what I we needed to do 50 years ago. We have district assemblies with civil engineers on government payroll yet we fail to empower them to do minor road repairs. Everything has to be contract. Thank Akufo-Ado for this vision even if you don't like him.

  Great policy but long overdue. What is left is to let the common fund go and support them with fuel and other logistics plus the unavoidable monitoring support to be able to work on the roads, particularly, the feeder roads.
