We know it was the Catholic Church which started the piloted scheme at Nkoraza and Kuffour government made it government policy. NDC promised one term payment but they failed and nearly collapse the scheme.

Secondly President started Mutual Health Insurance which limited beneficiaries to their various Districts. For instance I was with Ablekuma sub-Metro then. Infact I still have my card.
Finally it was Professor Mills who upgraded the scheme to Natinal Health insurance where one can use the card anywhere in Ghana. These are the facts. You are a respected Medical Officer so please stay to the facts.

It was on pilot basis during Rawlings Era. Kufour came and fully implemented it as Mutual Health Insurance (MHI) which covers only where you attend hospital. It was not National. The late Prof. Mills made it NATIONAL HEALTH INSURANCE SCHEME (NHIS) to cover all the nation, irrespective where you live. That means you can attend hospital at Wa, though, you live in Accra when holding NHIS card.

During the previous NDC government which was under JJ Rawlings, many people died needlessly because of the cash and carry system. Those with money had care, and those without stayed and died at home.

The scheme was given a unified nature when under Mills the authority was created and this is what operates today.

Rawlings piloted, Kuffour scaled up the district levels, Mills made it universal so with one card you can visit any hospital wherever you are. Hither to, you will have to register at the district levels and so just imagine the number of cards one will carry around. All the leaders contributed to it's evolution to the current state. Let's drop this destructive politicking attitude and foster towards national goals not party sub-optimal goals.
