What can be done;let us enforce the rules those who are determine to flout it given custodial sentences and licence withdrawn for up to six months through motor courts if they reapply for licence they must sign a bond to be of good behaviour and be on probation for 6 months I think this in parts will whip the recalcitrant ones in lane!!!

It's not a surprise, the problem is the whole society. The fundamental issue is the authorities do prioritize human life and road safety in the design of roads, lack of adequate road signs, especially during construction, even the dark police check points on streets and highways are a danger, unilluminated abandoned toll booths, no passing lanes on single lane highways riddled with super slow moving trucks, etc, etc, and of course the way folks drive her, while the police do nothing to enforce traffic laws all contribute to the fatalities and injuries not to mention the economic costs.
