  This disbursement is only done on paper; what is actually released is less than 40 percent of the so-called allocation. That is the reason why Leap, School Feeding and the rest continue to be in several months arrears. This shameless deception is what they use to bamboozle blockheads into believing that the government is doing something good on the ground.
