  Oh my brother this figure 9.9 billion cedis is only for the implementation of free SHS. You know free SHS is a scholarship policy and has its own Secretariat so this is how much that has been allocated to free SHS secretariat since 2017. Mind you this does not include salaries and allowances of staff of the school. That is part of the budget of the Ministry of Education's. But to me this govt has borrowed in excess of 500 billion cedis so if youve spent say 10billion cedis on your flagship project(thats 2% ) and you shameless turn round to blame the implementation of free SHS as the cause of our huge total public debt.
