  Justice Napare, NABCO secretariat is directly managed at the presidency. Like any department, Ministry of Finance ca not just cause Accountant General to effect any payments without the said office authorising it with details of recipients and amount sue each. Besides, that department must prove to have budget for it which is not so in this situation. Hence the only solution is for presidency to pay from its contingency account, just in case, they did not budget for it. It seems the latter is the case. No budget for it. Primarily NABCO was for genuinely intended for job creation but purposely vote proprietary
