    Does this man understand what he is saying? Whether it was a backlog or not, it is recruitment because they are new entrants to be selected and trained into the security services.

    This is a hogwash explanation. Giving the opportunity to people who were previously rejected because they did not meet some or all of the criteria and denying others who may be more qualified? This just doesn’t add up.
