University education was completely FREE. So what is the legacy of Edward Akufo Addo and K.A. Busia who were in power when the population size also small?

This Free SHS policy was implemented without the needed due process and that is why it is experiencing a lot of difficulties. There is a sense in implementing free education from the kindergarten and primary school level before including it at the JHS and SHS levels
