I think you make some sense, if the petitioner has a case why not reporting to Human Rights Commission? If even Parliament investigate the alleged murder will it now going to handover the cease to the police or prosecute.

The committee is clothed with authority to investigate extra judicial killings,establish certain facts and then refer the matter to the appropriate authority for further investigations with regards to murder for purposes of prosecution.The IGP will have to be made to step aside to enable police conduct thorough investigation into the alleged murders/ extra judicial killings.
