No matter how bad NPP has managed Ghana's economy at least they've made such a great impart on the future of our youth through Free SHS. Madam, please be forthright and tell us about your personal achievements at the Ministry of Education as the Minister; what exactly your government will do differently and how you will achieve that, apart from your party’s usual rhetorics about progressively free education and stakeholders consultations. These rhetorics are meaningless and unappealing.

Education in Ghana had already been progressively free, before John Mahama’s administration, according to how one understands what that means. If it is based on Means Testing, then those in the Northern Regions had been enjoying it since independence and there were also government, CMB and other institutional scholarships for the rest. Tuition, together with some other facilities usages, had also been free, across the country and at all levels of our educational ladder.

What is currently being implemented by Nana Addo’s government covers almost everything payable at the SHS (secondary) level, which has made SHS totally free beyond the expected progressiveness. The ultimate at that level has commendably been achieved, after 25 years of promulgating the 1992 Constitution.

Any form of tempering with the free SHS, by way of the introduction of means testing or cost sharing in any form, defeats the hopes and aspirations of the framers and the purpose of Article 25 (1) of our Constitution. Any form of tempering, if necessary at all, should only be that which seeks to enhance the right to equal educational opportunities and facilities for all, without any form of cost sharing. Any form of cost sharing is retrogressive and absolute failure. It is therefore incumbent on subsequent governments to maintain and continuously improve on the free SHS, without compromising access and quality at the primary and tertiary levels. Whoever shudders at these, with complaints and calls for stakeholders engagements and reviews, is myopic and mediocre in disposition and therefore not fit to govern the country. We need bold solutions for the future!
