Political interference with the Civil Service is what is making this Country politicize pertinent issues of national development. Both the NDC and NPP are guilty of this offense when in power. My case is a classical example of such. I was blackmailed and dismissed from the Ghana Health Service in 2012 in line with my professional duties as a medical practitioner. A critically ill patient was referred in an Ambulance from Prestea Government Hospital to Effia Nkwanta Regional Hospital where she needed live saving emergency blood transfusion services. The Teenager who had traveled all the way from Keta in the Volta Region to visit her brother in Prestea and was taken seriously ill was referred to Effia Nkwanta Hospital unfortunately died because she was denied emergency blood transfusion services because she could not afford an illegal fee of Gh.C 55 a Service Provider demanded for. The story was widely published in which I was blackmailed and made the scapegoat by the Health Service leadership just because I attended to the deceased on night duties that day. The Medical Director proceeded to unlawfully expel me from the Hospital claiming I leaked the story to the media to embarrass him and the Health Service. I took my case to CHRAJ and won in which CHRAJ compelled him to recall me back to work. He vowed to have me dismiss from the Ghana Health Service if I don't leave the Hospital clearly peeved by the decision of CHRAJ. In fact Dr. Paul Kwaw Ntodi (now retired) succeeded in getting me dismissed in 2012 in which I stayed out of work for 6 good years. It was Alban Bagbin current Speaker of Ghana's Parliament who engaged in this crass illegality against me then as Health Minister under the Mahama Regime in 2012. Mr. Bagbin politically persecuted and victimize me to conceal institutional malpractice that was a classical case of criminal medical negligence and manslaughter as a result of a bribery scandal. Interestingly enough, I had indicated in my letter to CHRAJ Dr. Ntodi himself was persecuting in accusing me of being an NDC member who was reporting him to higher authority. Recently Alban Bagbin send some prominent Chiefs from the Upper West Region and my constituency Sissala East to coerce and compel me to drop the case in Court pending for the past 12 years since 2012 or face further severe consequences. I resisted him and again had my license suspended, suspended from work with my salary suspended through Lawyer Dr. Divine Banyubala, the Registrar of the Council in line with his threats. It is not possible for any Country to achieve desired developmental goals if institutions of governance become the bedrock for political witch-hunting and persecution of civil servants by political tyrants in the most autocratic fashion. Even military leaders like late President Rawlings and the great Captain Thomas Sankara as advocates of socialism and social justice knew the Civil Service and the Trade Unions were important stakeholders if any government genuinely want to serve the interest of the poor masses. This is why any critical minded person can easily create a performance index of any ruling political party or class by matching the number of civil strikes or revolts against a Government and we are seeing so many strikes by various arms of the civil or public service against the incumbent NPP Government led by Prez Nana Addo due to poor performance. We are also witnessing so many demonstrations by the CSOs and pressure groups in protest against escalating corruption, institutional malpractices, overt theft and raping of state resources for the same reason of taking the civil and public servants for granted. When you unfortunately have a semblance of a Banana Republic where cronies and associates are appointed to key positions in government it creates complete anarchy because you will have a double burden of poor governance without the right people in position of responsibility who can think and put in innovative programmes as solution(s) to the problems faced by the Government of the day besides selfish personal gains. Worse of it, is when executive government including the presidency target and victimize Civil Servants with dismissals, suspensions and salary terminations using well known party functionaries as hatchet men in key institutions of governance like boards and agencies. For instance, what does the Nana Addo Government intend to achieve in appointing somebody like Professor PK Nyame (an Octogenarian who is unwell) with people like Angela Ofori Atta (the Wife of his Cousin and former Finance Minister) who are just picking on doctors and suspending licenses of such doctors perceived to be NDC sympathizers or anti-government just because they want to do the right thing in line with their professional obligations as nationalistic and patriotic citizens who want to serve their Country? When these issues are challenge in the High Court the same corrupt civil servants affiliated with the ruling Party and Government will use their ties with government functionaries and the ruling party to suppress their nefarious activities. The biggest threat to the civil and public service in Ghana is inter-generational political corruption passed from one political regime to the other. Because top civil servants in the Ministries, Boards, Agencies, organizations are usually the landlords in organized political crimes and public sector corruption, we have a situation. From a critical situational analysis, I can conveniently state that John Mahama and the NDC stand a far brighter chance of winning the 2024 polls just by popular acclamation and neutral voters because the masses are angry and hungry with so many wrong things with the incumbent Nana Addo Government, ranging from pervasive corruption, nepotism, cronyism, annexation of state assets, wilful intrusion and pilfering from state coffers. I like the fact that the NDC campaign team is full of youth and vibe. The Flagbearer also did the right thing in excluding old guards of the Party who perceive him as a rival. I disagree with those complaining about this direction because the NDC lost huge grounds in the Upper West Region for instance, which was the creation of the wisdom of late Prez Rawlings but some old guards brought JDM down because of rivalry and envy. I am not afraid to state that old gurus like Alban Bagbin, Benjamin Kunbour and Joseph Yelkyere worked secretly to undermine JDM especially in 2016. All that the NDC need is vigilance and peoples power to resist any attempt by Government to interfere and suppress the true will of the people. There will be peace once there is justice assuming Dr. Bawumia and the NPP win on fair and equitable grounds. This is why Bawumia is wisely distancing himself from the Nana Addo Government because he cannot win the election with the abysmal records of his predecessor. What even shocks me about President Nana Addo Dankwa Akuffo Addo is the state of insecurity of citizens, poor human rights records and total disregard for the rule of law. I am absolutely astonished under a President who is supposed to be a revered human rights lawyer and legal luminary, the judiciary under his tenure is the most corrupt entity in the fourth republic. Why should the Medical and Dental Council interfere in judicial proceedings in the High Court as party to the case on the side of the Ghana Health Service and the Attorney General Department and initiate processes to suspend a Practitioner's license and suspend him from work without salary on the same matter pending before the Human Rights Court clearly in contempt of Court? Why should a regulatory body especially with a Registrar who is a lawyer in the person of Dr. Divine Banyubala defy reports of his conduct to the Complaints of the Public Relations Unit of the Judicial Service of Ghana, Justice Cecilia Pamella Addo, the Judicial Secretary and Secretary to the Chief Justice to victimize a Plaintiff with multiple suspensions as an opponent in Court on the side of the Defendant? It is also a known fact that Alban Bagbin the current speaker of parliament then as Health Minster sanctioned the dismissal of the doctor and have been sighted in the High Court as part evidence presented to the High Court. Is the MDC and Lawyer Dr. Divine Banyubala the doing the bidden of Mr. Bagbin as forner Health Minister who openly pledged to deal with the Doctor until he finds himself in his early grave because of an open dispute with the Dooctor who is the plaintiff in the case in the High Court when we know the MDC is under the Health Ministry.Why will the regulator constitute a Kangaroo Court to predetermine and severely punish the Doctor and the Plaintiff on the same issues before the High Court when Act 857 itself recognises the High Court as higher body Ghana's jurisprudence? Things of this sort including the Jakpa-AG case should never occur in our High Courts under the watch of a President widely perceived to be a champion of democracy, rule of law, human rights and social justice. It is morbid sign of breakdown of rule of law, social order and institution of governance. It is like the Country is in a bad state of auto-piloting where people vested with power in public institutions can just victimize other civil servants with total disregard to the authority of the High Court and laws of State. What that means is that Ghana as it stands now is not different from Uganda under the Dictatorship of General Iddi Amin Dada decades ago.
