But what is the role of these companies, and what is the role of the state (and the chief)? The article says nothing about this, but one could assume that the empty Touchstone company and Ken Kanyagui together will own the factory and that the Chinese will build it. The state of Ghana might foot a big part of the bill, but the article does not say how big. Neither does it say whether the state of Ghana will retain an ownership share.

Look at the cocoboard. They will borrow billions and tout how that will help farmers. Then, they borrow the next year to buy the same beans they took loans to buy the previous year.
