  3. Government sponsored Adult Literacy Programs in all the regions with emphasis on reading and writing.
  
  4. Switch to 16 hour per day work, like China, India, in all factories to boost GDP growth.
  
  5. Need for population growth for domestic consumption. Increase in professional immigrants.
  
  6. Grow population to 100 million by 2060 to boost GDP growth.

  If it is true the police cannot trace the victim then he also has something to hid. It will make prosecuting these forest guards difficult. It is a case of two illegally.

  Once people knew that he had been shot, it means there were people with the victim. They know where he is, so they should lead the police to him and if he is dead, they should lead the police to his body. If they don't produce the victim either way, then there is no case.
