If you don't understand an issue, take your time to research into. You can even go to the World Bank Country Office Near Libration Circle.
Nothing is hidden. Again you can either go to the Implementing Ministries, Works and Housing , Decentralization, and Local Government, Sanitation and Water Resources and ZandovDev. Secretariat.The details are there.

The said amount are not disbursed like how the Guinea Fowls project money was disbursed.
The World Bank operates like any Investment Bank.
Before any activity is initiated, the Bank has to give no objection first. So also any payment.

What you ignorantly didn't read to note was that, at the time people were enjoying free water and electricity, the world Bank approved for part of the initial 200million dollar, to be expensed for COVID intervention. Didn't you read this too when the agreement was reached. Go and ask the Parliamentary Select Committee on Works and Housing.

What l wish you can do is look for the agreed Work plan under the GARID, and monitor vthe execution.

I also blame the World Bank and IMF. Why lend money to a corrupt Government and not have the capacity to be in the country to witness and supervise the project and correct use of the loan proceeds. Shame on the World Bank.
