Many folks forget the British Govt left a whooping 200 million pound sterling for Nkrumah ( the incoming Ghanaian govt) for development. Part of the agreement for the operation of this program was to compensate northerners after the British realized upon a visit to the Northern territories that the area was so undeveloped.
Nkrumah and his folks instead of using the funds for the intended purpose, they opted to misapply the funds and created this scheme of Northern scholarship.
Many questions will always arise; would northerners had preferred the massive infrastructural development for the northern territories as proposed by the British to the skewed misapplied funds for the northern scholarship?
Was this the beginning of corruption in Ghana?

They did their part and gone. Africa leaders are NOT leaders’ period. Galamsey has destroyed all our waters, and killed all the fishes in our rivers. Where are our leaders in the country? The country has become like animal farm. Chinese and Indians are in all our villages doing galamsey. Where are the security officials? None of our institution is working. 90% of Ghanaians are corrupted including the police, judges, chiefs, ministers, DCEs, politicians. Corruption is in the blood of the citizens. The country has no future. Ghana is a very rich country GOLD COAST but, citizens are begging for common water, and food. The purpose of the scholarship was to help the poor farmer's children through secondary education and probably, beyond. FSHS is a scholarship for every Ghanaian child so, what then becomes of the cocoa scholarship? I see FSHS as a vass improvement of the cocoa scholarship but that's my opinion though. Dr Nkrumah did it when were only 7,000,000 and we're still praising him. Nana Addo has done it when we're 33,000,000 and we say what? I don't know how some of these comparisons are done though but we must be very objective about it.
