Does this mean that if there were no elections this year, the govt would allow the cedi to depreciate to GHS 20?

He is right in so far that the government will do everything in its power to slow the depreciation of the Cedi because it will make them loose any chance of winning the election. But they are already doing whatever is in their power. The daily erratic movements are telling a clear enough story.
However, even with the total politization of the Bank of Ghana, they cannot arrest the situation. They would need to fix the exchange rate because they are already quickly depleting all available FOREX reserves.
This would suspend the IMF program, create a second tier black market and drive the economy into chaos.
In reality, this government and NPP as a whole have nothing left but prayers. All human opinions to remedy the upcoming desaster are exhausted.

It's quite stinking so pls find them out for yourself as to how the cedi can be rescued, imagine this scenario everyone knows that x amount of foreign exchange is coming to Ghana this year plus the foreign exchange reserves being held by the Central Bank so the total amount of foreign exchange available is known. What we also know is that y amounts of foreign exchange must be sent abroad to meet the countries loan obligation and calls by foreign companies who have to repatriate profit and the rest is for local and foreign traders to require foreign exchange to work
