What is a functioning airport? Planes are not landing and planes are not taking off. What makes it a functioning airport? Is it because the people of Ho use the toilets at the airport as public toilet?

The airport can be completed, used for awhile in the form of testing the equipment, then the commissioning. What are we rushing for? Are we scared someone else will come and do the commissioning?
