Unfortunately, our constitution gives too much power to the president to appoint almost all officials in every institution. If an IGP is appointed by groups of independent citizens ( the peace council, IMANI, the Christian council, the Muslim association etc) based on a given a term contract, the IGP will know that he/she is accountable to the citizens and not to the president. That is one of the ways we can root out indiscipline and corruption out of our country.
