  A VERY NEEDLESS INSTITUTION CREATED BY THE CONSTITUTION. DRAWING MONEY AND RESOURCES FOR NOTHING. THAT MONEY COULD HAVE BEN USED TO BUILD MORE SHELTERS FOR KAYAYES.
