    If you name and shame them does that slove the problem? Disconnect their water supply and see how they will run to come settle their bills. And until full amount is paid, do not connect their supply

    I don’t see any relevant reason for giving these characters any warning notices. They know what they have done. Just go ahead and have their names PUBLISHED if you have complied with your own rules. Go A Head!!
