Sad to say no in Ghana. But those countries we borrow from also lend to us those funds through the taxes paid by their citizenry so it never a free money.Again incomes are low in Ghana so a lot of people may fall outside the tax bracket here we must increase productivity and reduce supply chain wastage.
The Politicisation of issue must also stop its frightening how a few persons have driven a wedge between the populace letting them velueve they possess a magici wand that can drive all the challenges away by the blink of an eye.
Even here in the US which has enough billionaires,there are real challenges abd we must understand that.
The NDPC must be strengthened to give a comprehensive national plan that captures the aspirations as in chapter 6 of the constituition of Ghana devoid of bogus party manifestos that always end in the populace complaining the youth needs opportunities not promises or empty bogus speeches

Government is still piling up debt by elevating and employing more partymen to the bench apart from the many personnels at the presidency and the ministerial appointments.
