Those Scholarship Secretariat thieving idiots are waiting for you to bribe them before they will release your funds. Stage a sit-in at the Offices of the Scholarship Secretariat, and that should be embarrassment enough to compel those corrupt officials to release your disbursements. In the meantime, if you haven't already done so, have your University write to the Scholarship Secretariat demanding to know why the funds haven't been released to you, and when it intends to release them.

Do u think govt funds meant for scholars will be paid to private accounts of the officers at the secretariat. Ask the guy lamenting if his fees have not been paid over those 3 years.

Of course this culture and traditions have been abhorred as the bane of the community but this statement is only valid for the royal families waiting for their turns to take all, do all and eat all. Meanwhile their clansmen and admirers spur them on with songs of praises from the archives about the good old days when the favorite clan was in the palace.
