What Mahama wants to do is to identify some people to say you have to pay. That will definitely place some in difficulty. Another way is to remove schools like, Achimota, Presec, Wesley girls, Aburi girls, Mfantsipim, Adisadel and some grade A school from free SHS to reduce costs. Poor people won't go to such schools. This is not yet till most ShS schools are grade A. So really Free SHS is seeing review continuously. The NDC changes will almost cancel it!

Dr. Kwame Nkrumah, in his own wisdom, on the attainment of independence, proclaimed that the northern part of Ghana lacked development so he instituted a free secondary school educational policy for citizens of northern extraction to enable the north improve in their human resource capacity, and therefore, their infrastructural capacity.
The only conditionality was that the northerner should attend shs, up to form 5 (Ordinary level) at a secondary school in the northern part of Ghana (northern, upper east & west).
The remaining part of Ghana (together with the northerners) enjoyed free shs for 2 yrs at the 6th form (Advanced level) and also free education at the tetiary level.
With this policy, northerners, whose parents had the financial capacity, enjoyed free shs for 5 yrs, whilst the southerners paid fees for 5 yrs.
Mahama and Bawumia had parents, who were well to do and were staying in Accra as Ministers, but both were sent to Tamale shs to enjoy free 5 yrs of secondary education.
No govt thereafter saw the need to review this discriminatory and unnationalistic policy of secondary education.
All these were being financed by cocoa and mineral revenues.
When oil was discovered in 2008 (under Kufour) with actual production starting in 2010, the good old Prof. Mills was contemplating on what to do with the oil revenue.
At the time of his untimely death in July 2012, Oil revenue had accrued to the tune of over 400 million US dollars, with only about 25 million US dollars out of the amount, used to re-construct the national hockey pitch in Accra to host the African Hockey Tournament in early 2012.
About 375 million US dollars still remained in the country's coffers.
By the end of December 2012, Mahama said he had chewed all these monies (flesh) and only bones were left.
Another candidate (Akufo Addo) decided that with the expected future oil revenues, he was going to institute a non-discriminatory, nationalistic educational policy for all Ghanaian children, who reach the secondary school level, to benefit from the revenues of oil, Cocoa, minerals, etc, some of us have problems with this free shs policy.
Mahama first said in 2020 that he would cancel the policy, when he's voted back into power because the policy was a drain on the national coffers, after chewing all the meat and leaving us with the bones.
When he realized that the cancellation of the policy was unpopular with the people, then he started talking about review.
When he met private propietors of Secondary schools sometime in 2023, he said he was going to expand the free shs to include private secondary schools.
How do you criticise a system as a drain on the national coffers, whilst you are, at the same time, planning to add on more schools in the name of "review"
Apart from Mahama's politics with the free shs policy, any other identified challenges with the system should be blamed on selfish heads of public secondary schools, who are no more "chopping" from the old fee paying system.
Personally, free shs policy has come to stay, irrespective of whatever challenges.
Even when we were paying fees, our feeding was not the best. We can never have the best of meals at the boarding school but we can improve on it and make the best we can out of secondary education.

More than 80% of public school students are not that privileged. The privileged child attends private school and schools abroad. Civil servants, farmers and ordinary traders are not that privileged.
