In the case of the recent $170m judgement debt, was the contract approved by Parliament?

Ghana's SC ruled that the Waterville contract wasn't approved by Parliament and so not binding, hence the bid to retrieve what was legally paid to Woyomey on behalf of Waterville and others. If the $170m contract was approved by Parliament, then how come that Akufo Addo, Bediatu, Gabby and the plethora of NPP lawyers were not aware that unilateral cancellation would lead to judgement debt?

Or, it's colluasion among them and the company to collect free money from Ghana to share? If that's not the case, then it's my contention that all involved, including the President, be charged for causing homongous financial loss to the state and be tried and made to pay the debt themselves. If they can't, their assets be seized, as they're doing to Woyomey, to defray the debt.
