What I've noticed in Ghana, one law for the ordinary citizen and another law for the influential or so called chiefs. This is not the case in advanced countries where all citizens are treated the same, no matter their status or background.
The gbobu Wulomo must, by law, be arrested and summarily prosecuted because clearly he has flouted the constitution of the republic which plainly states that it's first degree criminal to marry underage girls.
This is going to be power contest between traditional customs and the constitution of the republic to find out which one is stronger. Interesting times ahead.
